The Kyoto Protocol to the United Nations Framework Convention on Climate Change is an amendment to the international treaty on climate change, assigning mandatory targets for the reduction of greenhouse gas emissions to signatory nations.
The Kyoto Protocol was adopted at the third session of the Conference of Parties (COP) to the UNFCCC in 1997 in Kyoto, Japan.
Kyoto enables a group of several Annex I countries to join together to create a so-called ‘bubble’, or a cluster of countries that is given an overall emissions cap and is treated as a single entity for compliance purposes.

The Protocol states that in order to be "Kyoto compliant" an entity must lower their total emissions of greenhouse gasses to 7% less than what they were in 1990.
The campus achieved compliance with the Kyoto Protocol by purchasing carbon dioxide offsets from The Climate Trust, a local organization that specializes in the sale of carbon offsets.
Total green house gas emissions for the campus continued to be calculated for 2004, however the financial commitment to the purchase of offsets was not renewed.

FYI the warming of our climate does produce an increase in extreme weather events but the overall trend is the planet is warming.
Kyoto is not really a effective way to tackle this but a good idea would be to phase out fossil fuel power plants and completely replace them with nuclear ones as fast as possible.
There are still fossil power plants being approved for construction in the US but this is what happens when you have an incompetant and inept administration who rely on donations from the oil industry.
