The Kyrgyz SSR formally known as the Kyrgyz Soviet Socialist Republic (alternative transliteration: Kirghiz), also known as Kyrgyzia, was the name for Kyrgyzstan during most of its time as part of the USSR.
Established on 14 October 1924 as the Kara-Kyrgyz AO (Autonomous Oblast) of the Russian SFSR, it was transformed into the Kyrgyz ASSR (Kyrgyz Autonomous Soviet Socialist Republic) on 1 February 1926, still being a part of the Russian SFSR.
On 5 December 1936 it became a separate constituent republic of the USSR as the Kyrgyz Socialist Soviet Republic.

In the Kyrgyz Republic official documents, normative legal acts and other decisions of state power bodies and local self-governmental bodies shall be accepted in the state language, and in cases, envisaged by the legislation of the Kyrgyz Republic, such documents shall be translated into official language and published in two languages.
In educational system of the Kyrgyz Republic the state language shall be the main language of teaching and upbringing in pre-schools, organizations of elementary, secondary and higher professional education, organizations of additional professional education, financed from the republican and (or) local budget.
In the Kyrgyz Republic freedom to choose a language of research paper shall be ensured, conditions supported by state shall be created to expand researches in all spheres of science, their publication and comprehensive support of science achievements in the state language.

The ancestorial Kyrgyz social structure was dominated by nomadic traditions, governing political philosophies, and socialization.
Kyrgyz was announced as the state language in September 1991.
Shakhrimardan (also known as Shakirmardon or Shah-i-Mardan, area 90 km² and a population of 5,100 in 1993; 91% are Uzbeks, the remainder Kyrgyz); the other two are the tiny territories of Chuy-Kara (or Kalacha, roughly 3 km long by 1 km wide) and Dzhangail (a dot of land barely 2 or 3 km across).

It starts with the Preamble, celebrating the historical value of Kyrgyz language as one of the most ancient turk languages, condemning the official policy of the two previous decades that deminished its use and acknowledging an urgent need for special measures of its protection.
It makes Kyrgyz an official language (or state language, the term used in the text), considering national language as a symbol of state sovereignty and nation building.

The Council of Ministers of the Kyrgyz SSR adopted a decision on establishment of the National Design Institute "Kyrgosprojekt" under the Department of Construction.
It was for the first time in the building practice in the area of high seismicity that 5- and 9-storey buildings were constructed from flat cross-shaped reinforced concrete elements, as well as large-panel buildings.
In 1975 the staff of the Institute was awarded with the State Prize of the Kyrgyz SSR in the sphere of science and technology for design development of large-panel dwelling buildings of 105 series.
