Kyushu was not a leader in high-performance aircraft, having very little experience in such venues.
That the Navy decided to choose them to build the aircraft was based on two factors, one being that the Kyushu designers had few projects on their hands and secondly, that the Kyushu production lines were not breaking under the weight of turning out product as other manufacturers were.
Kyushu did finish a second prototype of the J7W1 before the close of the war but it was not to be flown before it fell into Allied hands.

The first flight of the unique Kyushu J7W Shinden (magnificent lightning), a canard-configuration single-seat fighter, was made on 3 August 1945, but the end of World War II later that month brought an end to development and production plans.

With 8-6-1 in Juryo you can either jump from J14e to J12e and from J5w to J3e or crawl from J7w to J7e.
Like for example in banzuke for Kyushu basho 2002 Hamanishiki went from J7w to J7e with 8-7 record while Takekaze went from J12w to J10e with the same result.
But to be seriously, I fully agree to Gernobono that KK's and MK's in Makushita should result in a little bit more movement, otherwise new joinees will never have a chance to reach Makkuuchi before they are old and grey....
