Martin reiterated that LADWP had to move quickly to complete the Environmental Impact Report/EIS by the court-imposed June deadline, thus was not able to take as much of a collaborative approach as first envisioned.
The most time-consuming task involves LADWP working with the EPA and the Army Corps of Engineers to complete an EIS that meets federal standards and can be used as the basis for a critical permit from the Army Corps that must be granted before any construction can begin.
Last June, LADWP released what it called the final EIR/EIS for the LORP, but the EPA immediately noted that only a federal agency can release or approve an EIS, and stated it was not willing to give its stamp of approval to the LADWP document as written.
