LEP individuals may feel uncomfortable revealing or describing sensitive, confidential, or potentially embarrassing medical, mental health, family, or financial information to a family member, friend, or member of the local community.
If the LEP person voluntarily chooses to provide his or her own interpreter, a recipient should consider whether a record of that choice and of the recipient's offer of assistance is appropriate.
While the LEP person's decision should be respected, there may be additional issues of competency, confidentiality, or conflict of interest when the choice involves using children as interpreters.

Recipients should also consider the special circumstances discussed in the guidance that may affect whether a family member or friend should serve as an interpreter, such as whether the situation is an emergency, and concerns over competency, confidentiality, privacy, or conflict of interest.
However, where a LEP individual has a limited understanding of health matters or cannot read, access to the program is complicated by factors not generally directly related to national origin or language and thus is not a Title VI issue.

The Leopold Education Project - LEP Call Toll Free 877-773-2070
The LEP was developed mainly for use by teachers, although other educational groups and private citizens can benefit from the materials.
One major premise of the LEP is that Leopold's writings are both sound science and excellent literature, and that they can be used as a springboard for meaningful environmental education.
The LEP's underlying theory about these controversial topics is that given a supportive classroom climate to study a variety of positions and viewpoints, students will develop responsible environmental values on their own.

LEP was a giant evacuated ring with a circumference of 27 kilometers built in a tunnel under the border of Switzerland and France.
At the end of 2000, LEP was shut down and then dismantled in order to make room in the tunnel for the construction of the Large Hadron Collider (LHC).
As in all ring colliders, the LEP's ring consists of many magnets which force the charged particles into a circular trajectory (so that they stay inside the ring), RF accelerators which accelerate the particles with radio frequency (RF) waves and quadrupoles that focus the particle beam (i.e.

As a result, the LEP applicant all too often is either turned away, forced to wait for substantial periods of time, forced to find his/her own interpreter who often is not qualified to interpret, or forced to make repeated visits to the provider's office until an interpreter is available to assist in conducting the interview.
The steps taken by a covered entity must ensure that the LEP person is given adequate information, is able to understand the services and benefits available, and is able to receive those for which he or she is eligible.
The county has no policy regarding language assistance to LEP persons, and LEP clients are told to bring their own interpreters, are provided with application and consent forms in English and if unaccompanied by their own interpreters, must solicit the help of other clients or must return at a later date with an interpreter.

In applying the four- factor analysis, the higher LEP language group populations of the target schools and the frequency of contact within the program with LEP students in those schools, not the LEP population generally, should be used in determining the nature of the LEP needs of that particular program.
If the LEP person decides to provide his or her own interpreter, the provision of this choice to the LEP person and the LEP person's election should be documented in any written record generated with respect to the LEP person.
Smaller cities or areas with small LEP populations should still have a plan for serving callers who are LEP, but the LEP plan and implementation may involve a telephonic interpretation service that is fast enough and reliable enough to attend to the emergency situation, or include some other accommodation short of hiring bilingual operators.

Conversely, districts must ensure that LEP students are not improperly excluded from participation in a special education program because of the student's limited English proficiency.
For example, such steps may include: assessing the student in his or her first language, ensuring that accurate information regarding the student's language skills is taken into account in evaluating assessment results, and comparing results obtained when a part of the assessment is repeated in the student's first language.

In fact, towards the end of the LEP running in the year 2000, tantalising hints for the direct observation of the Higgs signal, corresponding to a Higgs-boson mass around 116 GeV, have been detected; a mass value well compatible with the constraints derived from the precision electroweak measurements.

If a LEP person accesses a program or service on a daily basis, a recipient has greater duties than if the same person's frequency of contact with a recipient's program or activity is unpredictable or infrequent.
Therefore, the goals for the provision of language assistance to LEP individuals should relate to a thorough assessment of the target population for each program and activity, the geographical location where the programs and activities will take place, and the expected outcome(s) of the programs and activities.
Effective goals for the provision of language assistance to LEP individuals address the language as well as the cultural context within which the service is provided.
