 Community expectations and perceptions of agriculture in peri-urban regions
While respondents in each LGA identified the importance of agriculture to their local area in general terms, the relative economic importance of individual industries was poorly understood (Table 1).
The councils of all three LGAs in this study are actively involved in assessing applications for urban and rural residential development of agricultural lands, and all to date have been hampered by the dearth of data on the real impact of such developments, a problem throughout Australia (2).
Retention of agriculture as a major industry in their LGA was strongly supported by all respondents (Hawkesbury 84%, Mudgee 92%, Wollondilly 84%).

I'd always assumed that the idea was to make it easier for the TSA officers to look at all of your LGAs in isolation to determine if you had anything bad (hence the requirement for it to be clear).
In my experience, LGAs can not be detected by the xray machine and it is much preferable to not put them in a CQ(OL)ZBOS.

In the period 1994 to 1998, the NSW local government areas (LGAs) with the highest socioeconomic status (SES) had the lowest rate of premature death (due to any cause) for both males and females.
The infant mortality rate in the least disadvantaged LGAs was 4.3 per 1,000 live births compared with 6.2 per 1,000 for the most disadvantaged LGAs.
In the 1997 and 1998 NSW Health Surveys, residents of the least socioeconomically disadvantaged LGAs were more likely to rate their health as excellent or very good compared to people living in the more disadvantaged LGAs.

Due to subsurface landfill gas levels at the property perimeter exceeding 5 percent methane (methane is explosive between 5 and 15 percent) and pursuant to an EPA AOC dated September 10, 1998, VRAC contractors initiated work on the installation of a perimeter landfill gas abatement system (LGAS) in June 1998.
Seven perimeter LGAS extraction systems have been installed (along the northern, eastern, southern, and southeastern site perimeters) and manifolded into an enclosed flare.
The LGAS is operated on a daily basis (currently 4 cycles—3 hours ‘on' and 3 hours ‘off') and monitored on a weekly basis.
