LPFM stations are not protected from interference that may be received from other classes of FM stations.
LPFM stations are available to noncommercial educational entities and public safety and transportation organizations, but are not available to individuals or for commercial operations.
LPFM stations must protect authorized radio broadcast stations on the same channel or frequency (cochannel), as well as broadcast stations on first, second, or third-adjacent channels above or below the LPFM station's frequency.

Applications for construction permits for new LPFM stations or major changes to LPFM permittees or licensees cannot be filed until the next announced application filing window period.' We cannot advise as to when the next application filing window might be.

The FCC established LPFM to "create opportunities for new voices on the airwaves" and to support programming "responsive to local community needs and interests." LPFM refers to 10 to 100 watt, nonprofit radio stations with a reach of only a few miles.
Because LPFM stations are noncommercial and reach a small broadcast area, they hold great promise to offer truly community-driven and locally oriented programming.
For LPFM service to be more accessible to community groups, the FCC should modify its rules so that typical changes on a non-profit board would be permissible under FCC rules.

LPFM service would result in unacceptable crowding in an already concentrated FM band, would result in substantial interference to existing full power FM facilities and air navigation signals, and in some cases would preclude the authorization of new full power FM services.
LPFM stations would be of benefit to small communities that have been ignored by larger stations.

Senator Rod Grams (R-MN) has recently introduced S. 3020, which is identical to the LPFM legislation passed overwhelmingly earlier this year by the House.
It requires the FCC to conduct an economic impact study of LPFM on "incumbent FM broadcasters in general, and minority and small-market broadcasters in particular." Second, it requires an FCC study of the impact on the transition to digital in-band, on-channel radio.

Initiated by former Federal Communication Commission Chairman William E. Kennard in January 2000, LPFM is a low-cost service designed to promote diversity and localism and to encourage voices from the margins.

The first LPFM applications will be filed no earlier than late May and the first LPFM licenses will be granted no earlier than late August or early September.
The LPFM stations will be of such low power, and the separation distances prescribed by the FCC for 100 watt stations are so conservative that if any interference occurs it will be no greater than the minimal interference accepted by the FCC and the listening public on current radio receivers.
The separation requirements for 100 watt LPFM stations are also much more conservative than those which apply to existing, grandfathered low power "Class D" stations which have been successfully coexisting with full-power stations for many years.

In the meantime, incumbent broadcasters have (in some cases fraudulently) filled the space for new LPFM stations by applying for an unprecedented number of translators, smaller transmitters which are often used to rebroadcast programming beamed in by satellite.

The U.S. Court of Appeals in the District of Columbia was slated to hear oral arguments on November 28th in regards to a lawsuit the NAB brought against the FCC over LPFM.
LPFM supporters should be writing letters to President Clinton asking him to Veto any appropriations bill that contains anti-LPFM legislation.

If one argues that additional interference caused by LPFM should be prevented, then one must also argue that power increases, site moves, new full power FM and translator stations should be prohibited.
LPFM stations will be a minor problem compared to incresed full power FM.
There may be a few places where an LPFM may interfere with reception on inexpensive radios like these, but usually real world conditions would have ruled out reception before an LPFM hit the air.
