  Low Power Television (LPTV) Service
This means LPTV stations must not cause interference to the reception of existing or future full-service television stations, must accept interference from full-service stations, and must yield to new full-service stations, where interference occurs.
LPTV stations sometimes tailor program segments or entire schedules to specific viewer groups (on the basis of age, language or particular interest).
LPTV stations are subject to a minimum of program-related regulations.

FCC: No LPTV shield - 4/10/2000 - Broadcasting & Cable
In all, there are roughly 2,200 LPTV outlets, which were first authorized in 1982 as a way to create opportunities for minorities, women and niche programmers who otherwise might not have access to the airwaves.
LPTV signals reach roughly 15 to 20 miles from their transmission sites, while traditional full-power stations generally reach between 60 and 80 miles.
Since their creation, LPTV licensees have operated as a secondary service, meaning they were forbidden from causing interference to full-power broadcasters.

 Low Power Television
Prior to the official launch of LPTV services, the FCC had granted waivers to permit origination of programs in several instances, notably for rural educational programming in Upstate New York, and for the satellite-fed bush stations in Alaska, where there was no practical alternative for delivering television programming to isolated villages.
LPTV service expanded just as the equipment manufacturers were introducing significant cost and feature improvements for all broadcast components.
LPTV was designed to favor minority ownership, but only 8% described themselves as minority controlled.

In both cases, LPTV applications must be subject to the same public proceedings as other licensees so that there is an opportunity for the community at large and stations in the market to comment.
LPTV undertakings and conventional broadcasters should not have equal access to advertising revenues because they would not provide equivalent benefits or services, to either the community, or the Canadian broadcasting system.
If LPTV stations are required to provide programming, unique to their individual communities, the CAB sees no reason to prohibit them from being licensed in markets already served by cable community channels.

Congress has recognized – and the Commission has repeatedly noted – that not all LPTV stations can be guaranteed a certain future due to the emerging DTV service, and we do not think it is advisable to defer the ultimate displacement of LPTV operations to the detriment of new primary service licensees in the band.
LPTV stations that are eligible under the statute for Class A status may be compelled to suspend operation, WLNY-TV claims, and if that happens, the station should retain its Class A eligibility upon locating to an in-core channel.
Future LPTV and TV translator permittees and licensees that tendered new station applications during or subsequent to the August 2000 filing window and have been authorized to operate in the 700 MHz Band (TV channels 52-69) will be entitled to displacement relief only in order to eliminate or avoid interference conflicts.

The intent was to grant licensees permission to build and operate low-power television stations to serve the interests of their respective communities, allowing them to secure the rights to a part of the electromagnetic spectrum.
Existing LPTV license holders will be allowed to apply for a second, digital channel, and begin using it before relinquishing their original analog channels.

The Urban LPTV Parties request that we not re-open filings for LPTV and TV translator stations until an adequate opportunity has been provided for incumbent licensees and permittees to appraise the likely impact of DTV implementation on their operations and to protect a new (displacement) channel through early filing.
Los Cerezos Television Company (Los Cerezos) notes that, under the existing rules, a displaced LPTV station may not use the displacement rules to apply for any channel for which there is a pending mutually exclusive application, regardless of whether the pending application is for a new station or for modification of an existing station.

Quantitative and qualitative results that characterise the uncertainty types to which LPTV, closed-loop systems can be desensitised are established in terms of the gap metric, which is a measure of the distance between the graphs of two systems.
This plays a crucial role in the development of the main quantitative robustness result, which identifies the largest gap-ball of LPTV plants, centred at a nominal plant, that a nominal, stabilising controller is guaranteed to stabilise.
Qualitatively, it is established that the topology induced by the gap metric on quite a general class of LPTV systems, is the weakest with respect to which closed-loop performance varies continuously and closed-loop stability is a robust property.

LPTV stations have managed to flourish despite the serious disadvantages of their uncertain interference status, but the current regulatory climate threatens the existence of many LPTV stations.
Providing LPTV stations with greater certainty will increase the access of station owners to capital, which will permit them to broaden their program offerings, grow their industry, and improve service to their communities.

LPTV stations have watched in horror as the FCC has consistently reaffirmed its official posi- tion on LPTV’s license status: Only full-powered TV stations deserve “primary status” among television licensees.
As “secondary status” licensees, LPTV stations face eviction from the broadcast band while their full-powered NTSC brethren gobble up what remains of the spectrum for the transition to DTV.
The petition was later revised and resubmitted to the FCC on Mar. 18 after a Cincinnati, Ohio, LPTV station was displaced by full-power station WLWT-DT on Channel 35.

The Low Power Television Service (LPTV) was established by the Federal Communications Commission in 1982 primarily to provide opportunities for locally-oriented television service in small communities, both rural and individual communities within larger urban areas.
LPTV presents a less expensive and very flexible means of delivering television programming tailored to the interests of viewers in small localized areas, thereby providing a means of local self-expression.
In addition, LPTV has created abundant opportunities for new entries into television broadcasting, and it has permitted a fuller use of the broadcast spectrum.

While LPTV is being threatened by digital television in other parts of the country, Ithaca has a history of poor receiption and short-lived commercial TV broadcasters thus resulting in a fairly unique state of not having much competition.
Saying that this is a big undertaking is an understatement, other LPTV stations seem to cost $25k on the low-end, but through talking to various techs in the field and investigating alternatives, I feel this cost can be dramatically reduced through replacing expensive hardware with free software-based solutions for some applications.
One example is the required EAS (emergency alert system) decoder, which for LPTV is not required that we re-transmite EAS coding but we must either 1) cut transmittion during EAS national event, or 2) decode and provide video (crawling text) and audio messages on screen.

Clair said that at present, no more than "a handful" of LPTV stations are broadcasting digitally and those that are performed flash cuts on their own volition.
