	Learn Anytime Anywhere Partnerships (LAAP)
		LAAP supports partnerships among colleges and universities, employers, technology companies, and other relevant organizations to create postsecondary programs that deliver distance education “anytime and anywhere.” These programs should be implemented on a national or regional scale and should be innovative within the context of national trends in distance education.

		For this issue of Interaction, I was asked to provide a context and background for the $1.15 million award of a three-year Learning Anytime Anywhere Partnerships (LAAP) grant from The Fund for the Improvement of Postsecondary Education (FIPSE) to the DegreeLink Partnership of Indiana State University, Vincennes University, and Ivy Tech State College.
		The LAAP program is a new grant competition with ten million dollars in grants awarded in 1999.
