When the Spaniards arrived in the Philippines in the 16th century, Zamboanga was already populated by Muslims, along the coast and rivers, by Visayans, in Dapitan, and by the Subanuns in the interior.
The town of Dipolog became the capital of the province of Zamboanga del Norte.
At present, Zamboanga del Norte is populated largely by Dipolognons and Dapitanons, said to be the descendants of migrants from the province of Bohol, who were attacked in 1563 by Ternate raiders, and forced to resettle elsewhere.

Liloy is where the Dipolog –Zamboanga City road turns left or southward to cross the boarder between the two Zamboanga, del Norte and del Sur cutting across the peninsula and proceeds one hundred eighty-four kilometers further down to the city of flowers, Zamboanga City, at the very tip of peninsula.
The nerve center of the local administration is housed in the buildings, the main building or the Municipal Hall was built in the late 1950’s which is a two-story Batangas type building and later was repaired in 1987, and one story building annex municipal building was constructed in 1965 and later was repaired in 1990.

TWO sacked Zamboanga City election officers will be made available anytime for the ongoing investigation being conducted by the probe team from the National Bureau of Investigation (NBI).
Renato Magbutay made the assurance in response to the inquiry of LDP mayoralty candidate Congressman Celso Lobregat, who wanted the Comelec to produce former Zamboanga City Election Officers Roy Cuevas and Omar Hamja to explain their alleged involvement in the highly controversial alleged payoff scam that was uncovered last week.
Hamja was caught in video footage by a local TV station allegedly distributing white envelopes containing P2,000 as bribe money for teachers of Talon-Talon Elementary School, reportedly coming from a moneyed candidate to help insure his victory in the coming May 10 polls here in the city.

The barangay councilman, who requested anonymity, denounced one of the city election officers for persuading him to produce P4,000 to avoid being penalized at a higher price for filing his required expenditures with the Comelec office late during the last barangay polls in the city.
Flores also revealed that aside from Cuevas and former District II City Election Officer Hamja Omar, who is now assuming his post in Labason, Zamboanga del Norte effective April 15, and from whom the controversy started, two lady personnel assigned with the city election officer here, will also be axed.

ZAMBOANGA CITY -- The Commission on Elections (Comelec) has implemented a revamp at the city election office here following a television report that one of the two election officers allegedly distributed bribe money to members of the Board of Election Inspectors (BEIs).
Comelec Regional Director Helen Aguila-Flores said District II election officer Hamja Omar was reassigned to the town of Labason, Zamboanga del Norte, and District I election officer Roy Cuevas was reassigned to Liloy, Zamboanga del Norte.
Elaine Casipong from the election office in Leon Postigo town, Zamboanga del Norte and Jesus Posadas from the regional office are taking the place of Cuevas and Omar, respectively.
