The first objective of the federation is to encourage the establishment of Labour Groups in electoral areas where no such groups exist, with a view to achieving an active Labour political presence throughout the Northern Ireland region, so that there are as many Labour candidates as possible at the next local government elections.
The leader of the Federation must be an elected Labour representative.
Any group which is deemed by the meeting to be electorally inactive, or to have additional political objectives, overt or otherwise, which are considered to be inconsistent with the values of the federation will be removed or suspended from membership.

No person may be a delegate to a Saskatchewan Federation of Labour Convention or be eligible for election to the Executive Council of the Federation, unless s/he is a member of an affiliated organization, which is in good standing with the Federation.
The Federation may adopt such rules and regulations as it deems necessary so long as they do not conflict with, or are not inconsistent with, the Constitution or policies of the Canadian Labour Congress.

What began to emerge was a concept of social group work as the promotion and leadership of what Neva Boyd in the 1930s described as 'mutual participation groups in which the members participate collectively in the feelings, thinking and action involved in carrying out communal interests' (quoted by Glassman and Kates, 1990: 21).
It follows then that the term group can also no longer be regarded as having a necessarily permanent or tangible quality, the characteristics, visibility and lifespan of a group being wholly dependent upon the particular forms of interaction which it used to stage.
Subsequently, there has been relatively little written about the process of group work within youth work, and the training for group work that exists for part-time youth workers is now usually linked to work around some moral panic such as drug abuse and sexual health.
