In the Crisis on Infinite Earths comic book mini-series, Lady Quark was one of the rulers of her home world, Earth-Six where the Revolutionary War was won by England.
She had the ability to alter matter on the subatomic level.
Lady Quark was apparently killed in L.E.G.I.O.N. #62 and replaced by a parasitic shapeshifter, which then died in L.E.G.I.O.N. The parasite left Lady Quark's body floating in space, however, so her death was never confirmed.

The Earth of Lord Volt, Lady Quark, and the rest was designated Earth-6 in Crisis #3.
Their only appearance was in "Crisis on Infinite Earths #4", they are nowhere to be seen in #3.

If he was about even with Superboy physically, and had energy that could hurt him, I'd assume he'd be a post crisis equivilant now...
You can use Reboot Wildfire if you want; I'm not sure he was actually weaker than in the 5YL era.
As for Quark's feats--she stalemated a "typical Daxamite" in a computer simulation run by Vril Dox, and fought evenly in RL with Lar Gand--and that was when he was repeatedly described as stronger than Supes.

I was re-reading Villains United and the part where Sinestro "mono logs" with Lady Quark about her power being of chaos and stuff, it hit.
The Psycho Pirate tells her in JSA:Classified #3 that she survived after planets lived and died and Lex, for some reason wanted Lady Quark and Power Girl.
