		European Union (EU) member states' judiciary will no longer have to go through the formal extradition procedure in order to forcibly transfer a person from one member state to another for conducting a criminal prosecution or executing a custodial sentence or detention order.
		A political agreement was reached on 11 December 2001 at EU level on a European arrest warrant valid for the entire territory of the European Union, and on the surrender procedures between the member states.
		The agreement carries through the European Council conclusions of October 1999, in Tampere, which state that “the formal extradition procedure should be abolished among the Member States as far as persons are concerned who are fleeing from justice after having been finally sentenced”.

		On 14-15 December, the European Council met in the Brussels suburb of Laeken.
		Whilst his views were generally dismissed, the President of the European Parliament, Nicole Fontaine, speaking to the Laeken European Council, warned of the "adverse impact" on public opinion in Bulgaria and Romania if they were left behind in the enlargement process.
		The European Commission, which six months ago said it couldn't comment on the issue until it had seen a translation of the Hungarian law, is reported to have said that the law is in "apparent contradiction" to EU policy on the protection of minorities.

		In December 2000 at the European Council in Nice, European Union Heads of State or Government called for the launch in 2001 of a broad and in-depth debate on the future of the Union.
		The debate on the future of the European Union was formally launched on 7 March 2001 by the Prime Ministers of Sweden and Belgium, Messrs Persson and Verhofstadt, the president of the European Parliament, Mme Fontaine, and the president of the European Commission, Mr Prodi.
