		Laibin B is the first Chinese infrastructure project financed entirely with foreign capital, the first to be developed by a wholly owned foreign project company under a BOT framework, and the first BOT project in China to be formally approved at the state level by the State Planning Commission (SPC).
		Laibin B is key to alleviating the significant power shortage in Guangxi Province, which is an impediment to sustained economic growth.
		In Laibin B, the "sponsorship" of the SPC, as well as the explicit approval of MOP and SAEC confirmed in the letters of support, helped to ensure that the other necessary approvals were forthcoming.

	French Carnival comes to S. China city
		The carnival, with a theme of "friendship, cultural exchange and revitalization of Laibin," has so far attracted tens of thousands of spectators to watch performances by local and foreign troupes.
		A Chinese folk performance and a cocktail party was also held Saturday, as a prelude to a commodity and a business bidding fair that will last for a couple of days.

		Traffic levels were very high, all scheduld freights to Laibin were running, although timekeeping was poor (see timetable on qj-country.de), trains ran from two hours ealy to three hous late.
		One one occassion the train 45343 consisted of 51 loaded coal wagons hauled by a single JS from Laibin to Guwa, where a second JS (light engine from Heshan) was arriving and double-headed the train back to Heshan.
		Generally coal is transported from Laibin to Heshan and onwards to the Heshan power station, empties in opposite direction; output of Dongkuang mine seems to be low and not sufficient.

	Expert says Chinese myth on origin of universe originated in south
		The well-known Chinese myth that God Pan Gu created the universe could have originated in Laibin, a city in south China's Guangxi Zhuang Autonomous Region, before it spread to the central and northern regions, according to a Chinese expert.
		In his "ABCs about Chinese myths", noted Chinese writer Mao Dun also expressed the belief that the Pan Gu mythology "had originated in south China" before it was adapted by scholars in the central regions to a national myth.
		Laibin City, located in the center of the Pearl River valley, has a large population of the Zhuang people.

	Guangxi
		I joined a group organised by Bryan Acford for a visit to the Guangxi Local Railways at Jinchengjiang (Hechi) and Laibin, although in the event we spent only one day at the latter.
		I joined the group on their train at Guilin Bei station, they having traveled from Beijing and I having flown to Guilin from Hong Kong the night before.
		In theory there are two steam freights but in practice it appears that usually only one runs, an early-ish departure from Heshan, returning late afternoon from Laibin.
