The Barrow-Downs Discussion Forum - View Single Post - The Hills of Evendim Planning/Discussion Thread
It is two years before King Elessar rides north, and Fornost and Lake Evendim, and the Hills of Evendim surrounding it, have not yet been cleansed and brought to order.
Elessar had first sent surveyors to Lake Evendim, in FA 6, to take stock of the needs for repair, intending to rebuild the tower of Fornost into a summer residence.
On his very first foray into parts north, yet far from Evendim, he was captured, barely outside the borders of the Shire.

Even after Sauron was driven back and the West was at peace the Lake Elves did not fare forth nor remove their shadowy walls and the Men of Arthedain feared the haunted wood and told strange stories about the Enchanted Lake and the King and Queen who ruled it.
Thus the city of Annuminas, (The Tower of Sunset) rose on the shores of Lake Evendim at the behest of Elendil, built by masons and artisans of Numenor and embellished by the Elven craftsmen of Lindon and Rivendell.

The Hills of Evendim Planning/Discussion Thread - The Barrow-Downs Discussion Forum
Lake Nenuial and Fornost are outposts that are currently kept under guard, and from which scouts are sent out regularly to capture wanderers and sneakers (how they missed Falowik is hard to say - just yet) :P Just lucky, I guess.
If we accept this map, then the outposts of our evil nemesis will have to be on the north side of Lake Evendim, since the south shore IS the border of the Shire, and the villain-in-charge is too smart to mess with the Shire directly - yet.
So if we put the outpost on the northern shore of the lake, that gives a margin of around 40 or so miles till the northern border of the Shire is reached.

He and his army were able to defeat the Northern Kingdom, and captured the Dúnedain major city of Fornost Erain.
