The district encompasses all 10,460 acres of Lake Koshkonong and portions of Rock, Jefferson and Dane counties along the Rock River from Jefferson downstream to the Indianford dam near Edgerton.
The formal order was issued in April 2005, rejecting the district's proposed increase and maintaining the winter drawdown restrictions on the lake which runs from Nov. 1-April 30 instead of accepting the lake district's request that the summer maximum level be maintained throughout the year.
With a joint order, local lake associations such as the Rock River-Koshkonong Association and the Lake Koshkonong Recreation Association, joined the lake district in requesting that the DNR hold a contested case hearing on the proposed order.

Lake Koshkonong is a lake in southern Wisconsin.
Lake Koshkonong shares its name with Fort Koshkonong, a fort of some importance during the Black Hawk War.
It is a manmade lake, and at the time the fort was active, before the Rock River was dammed, the area was actually a cattail marsh with the Rock River running through the middle.

LAKE KOSHKONONG-Advocates of raising the water levels in Lake Koshkonong are taking the battle to circuit court, but residents of the lake district will no longer foot the bill.
The Rock Koshkonong Lake District Board voted unanimously Wednesday to appeal the ruling of a hearing examiner issued earlier this month after the district's legal team offered to continue the case without charging legal fees.
William O'Connor, the lake district's attorney, said the judge did not give enough weight to the interests of property owners, who complain that low water levels make boating difficult and decrease property values.
