After a review of the issues impacting Mountain Lake, Pine Lake, and Lake Merced, it is clear that all three lakes are heavily degraded and that while the specific manifestations are not the same, human activity and urbanization are to blame in all cases.
Lake Merced’s decline is tied to the same root cause as that at Pine Lake -- the regional decline of groundwater levels in the Westside Basin aquifer, which supports water levels at both lakes.
While adding water to the lake is an effective short-term method to stop the decline of the lake, the use of this strategy as a long-term solution would require a large volume of water, estimated by the SFPUC at 1 million gallons per day or about 1,100 acre-feet per year, on a permanent basis.
