Maps of the area (percentage of land area) distribution of the wind resource digitized in grid cells of 1/4 latitude by 1/3 longitude (Figure 1 and 2) show that exposed areas with moderate to high wind resource are dispersed throughout much of the contiguous United States.
The land area exposed to the wind for each grid cell was estimated based on a landform classification and ranged from 90% for relatively flat terrain down to 5% for mountainous terrain.
A study in 1991[2] used a variety of land exclusion scenarios to estimate the available windy land and resultant wind electric potential for several levels of wind resource, both for the contiguous United States as a whole and for each of the 48 contiguous states.

The U.S. Bureau of Land Management, which controls more than 261 million acres of government land, recently announced it will conduct a two-year "programmatic" environmental impact statement in western states to assess common issues and concerns associated with wind farm development.
Ray Brady, manager of lands and realty for the Bureau of Land Management in Washington, D.C., said the purpose of this approach is not to slow down or halt the permitting process, but to manage project reviews more efficiently.
Cape Wind president James Gordon commended BLM's decision to move forward with the programmatic review, noting it will make "the review of the next round of on-shore renewable projects both quicker and less costly.

The Bureau of Land Management (BLM) announced on October 17 it is beginning a multistep process to develop a Programmatic Environmental Impact Statement (EIS) that relates to the potential development of wind energy on BLM-administered lands in the West.
The EIS, which is required under the National Environmental Policy Act to evaluate the effects of federal agency actions on the environment, will evaluate issues associated with wind energy development and consider the amendment of land-use plans throughout the region.
BLM is holding five regional meetings from October through December to obtain input and asks for comments on its Wind Energy Programmatic EIS Web site.
