The Landsraad is the assembly of all the nobles in the Imperium.
The Landsraad played a very important role in the political and economic power balance of the Empire, which was divided and shared between four organizations: CHOAM, the Spacing Guild, the Emperor, and the Landsraad.

If the Landsraad leaders were that powerful they would have been fighting, or at least recruited by the other major houses.
Then I used the idea of the Landsraad determining battle order from the original rules, making it a more powerful advantage (that is also open to bribery!).
