They are born with the major principles of language in place, but with many parameters to set (such as whether sentences in the language(s) they are to acquire must have explicit subjects).
Mark Baker's work, The Atoms of Language (2004) presents arguments that there are not only certain "parameters" (as Chomsky called them) that are innate switches in our LAD, but we are very close to the point where these parameters could be put together in a "periodic table of languages" as determined by their parameter features.
The developmental period of most efficient language learning coincides with the time of rapid post-natal brain growth and plasticity in both humans and chimps.

Computer-assisted language learning (CALL) is a method of teaching and learning languages by means of computer software specially designed to be used in the classroom.
One point of criticism which could easily be refuted was the claim that, within a class, each student should be able to work alone at a terminal so as not to be disturbed by their classmates.
It was found out that using computers in language classes could, as a side effect, promote team work among students and, if planned well, might also encourage them to use the target language to communicate in front of their PCs, thus increasing the time they spend practising their oral skills.

 Language Learning as Compression
There is good evidence that the way a child learns his or her first language may, in large measure, be understood as information compression.
The two models are based on the belief (for which there is good evidence) that, notwithstanding Gold's theorems, a child can learn his or her first language without correction by a 'teacher' or the provision of 'negative' samples or the grading of samples in any way (although any of these things may assist learning).
The evidence for language learning as information compression reinforces the idea, which dates back to William of Ockham in the 14th century, that information processing in brains and nervous systems may often usefully be understood as information compression (see Cognition as Compression).
