HOUSTON (AP) -- A parents' lawsuit against racial admission guidelines used in determining admission to gifted and magnet schools is headed for trial.
The parents contend their children were denied admission to the schools because of their race and that the schools use racial quotas.
The Houston Independent School District established racial guidelines while under a desegregation order that called for its magnet programs to strive for an enrollment that is 65 percent fl and Hispanic and 35 percent white, Asian-American and other.

Houston is trying to address one of the most vexing problems in American education: closing the achievement gap that separates affluent and white students from poorer students and students of color.
Although the school earned an acceptable rating on the strength of its "vanguard," or magnet, population, the reporting system underscored the fact that the school was not educating all its students to high levels.
Teachers at Department of Defense (DOD) schools hold extraordinarily high expectations for African American and Hispanic students, and that is one reason those schools exhibit such narrow achievement gaps, according to Claire Smrekar, an associate professor of educational leadership and policy at Vanderbilt University and an author of a recent study on DOD schools.
