  Summers memo - Wikipedia, the free encyclopedia
The Summers memo was an excerpt of a 1991 memo signed by Lawrence Summers (though actually written by an aide, Lant Pritchett) who was, at the time, Chief Economist of the World Bank.
The argument was intended to be an "ironic aside" by the memo's original author, Lant Pritchett, and was intended to support an argument in the memo that free trade would not necessarily cause environmental benefits for developing nations.
The excerpt was leaked to the media with the implication that it was a serious, standalone memo, and it instantly became a symbol within the anti-globalization movement of "the arrogant ignorance of many conventional 'economists' concerning the nature of the world we live in" (Brazilian Secretary of the Environment Jose Lutzenberger).

Lant, an American national, was born in Utah in 1959 and raised in Boise Idaho.

Many people argue that growth in national and household income will be accompanied by improved infrastructure such as financial services and insurance which will reduce the impact of shocks.
During the session, they discussed whether it is necessary to address vulnerability prior to (or simultaneously with) strategies to increase income or whether income growth by itself will address the main consequences of income fluctuation.
Lant Pritchett (minute 19:00) acknowledges that growth can eliminate vulnerability, but that there are numerous caveats.

The memo, which urges shipping more toxic waste to Third World nations, has dogged Summers for years, despite a former aide's statement in 1998 that the ideas were his, not Summers'.
The aide, Lant Pritchett, who now teaches international economic development classes at Harvard, said in an interview yesterday that Summers reviewed the memo only briefly before signing it for circulation among World Bank staffers.
Pritchett, who is on leave from the World Bank to teach at Harvard's John F. Kennedy School of Government, recalled urging Summers to let him take the fall for the memo after it was leaked to the media.

Focusing on only one dimension of individual and family welfare-consumption expenditures-Pradhan, Suryahadi, Sumarto, and Pritchett analyze two issues associated with the measurement of poverty.
