The county is located in North Central Idaho in an area known as the Palouse which is famous for its rolling hills and rich agriculture.
In the county the population is spread out with 20.30% under the age of 18, 24.50% from 18 to 24, 26.90% from 25 to 44, 18.90% from 45 to 64, and 9.50% who are 65 years of age or older.

The auditor reviews all bills presented to county agencies, sees there are funds to pay them, presents the bills to the county commissioners for their approval, and writes checks, called warrants, to pay the bills.

The arrival of the railroad in 1885 spurred rapid growth, and by 1900, Latah and Nez Perce Counties were the two most populous counties in Idaho.

Patenting activity commenced in Idaho in 1866, with the issuing of a patent for a steam generator to Robert Bailey of Idaho City, Territory of Idaho.
A study was undertaken to first classify the inventor residence listed in Idaho patents granted from 1866 through 1900 as either "present-day ghost town" or "not present-day ghost town", and secondly to further analyze the subject matter of the patents assigned the ghost town classification.
Of 381 Idaho patents issued from 1901-1908 (Hanson, 2003), only 14, or 3.7%, are from the 27 ghost towns in the study, a significant decline from the 70, or 22.4%, of the 312 patents issued from 1866-1900.

The records of the Latah County Sheriff were transferred to the University of Idaho Library by Sheriff Kenneth Buxton between July 1986 and January 1991.
Idaho law gives county sheriffs the authority to provide police services throughout the entire county, but sheriffs leave law enforcement in the larger cities almost entirely to city police forces.
The records of the Latah County Sheriff span the years 1891 to 1984, with the bulk of the material covering the years 1895 to 1977.

This area was first formed as Lah-Toh County in 1864 with Coeur d'Alene as the county seat, in 1867 the name Lah-Toh was dropped when the area was placed in Nez Perce County.
In 1888 the U. Congress created the county as we know it, the 16th Idaho county and the only Idaho county created by Congress.
The name is Nez Perce and means "the place of pine trees and sestle," because the Indians found stones here suitable for pulverizing camas roots and shade under the pine trees in which to work.

Ebbert was born near Uniontown, Pa., March 25, 1831, and lived there on a farm until twenty years of age, when he went to Van Buren county, Iowa, and spent the time intervening between that and his trip to the west.
He then came to Lane county and took up a donation claim of a hundred and sixty acres near Springfield, and after a five-years' residence there he sold the farm for $1,000, and located three and a half miles northeast of the same city.
In 1880 he began investing his money in land in Whitman county, Wash., and now owns several thousand acres in the county and one ranch of one hundred and sixty acres in Latah county, Idaho.

The County Commissioners will be holding a public hearing on August 10, 2005 at 6:00 pm in Courtroom 3 to hear comment on the proposed permanent groundwater ordinance.
At issue is land use around the city of Moscow in an area called the sub-basin, which is bounded to the north by Moscow Mountain, to the south by Paradise Ridge, to the east near Joel and to the west by the state line.
