Lateral connecting rungs 14 are sufficiently stiff to support an average person seated upon seating unit 10, but rungs 14 are somewhat flexible in order to resiliently bend under a person's weight.

Lateral stiffness is how well a wheel resists flexing laterally (sideways) when a given load is applied in that direction.
This is the same direction the frame is likely to flex under a lateral load at the tire contact patch, such as occurs when climbing out of the saddle or sprinting.

During the process of the rear tyre mounted the lip, the acute angle of approach seemed to cause the swingarm to flex and load-up sideways.

Neither is going to flex up or down significantly (your tire will flex 50 times more), and the only way you'll displace them laterally is to hit something solid.
The "tall" head tube end suggests you're trying to keep the head tube from flexing fore/aft (where the tube in in almost pure tension or compression anyway, and the movement is confined by the presence of the top tube much more than a little more height in the downtube connection).
Frames with a lot of lateral flex have a tendency to develop problems with high-speed shimmy.
