Lattelekom was founded in 1994, when the government of Latvia formed a joint venture with TILTS Communications, which is owned by Sonera Holding BV, a subsidiary of TeliaSonera AB.
Lattelekom became the incumbent operator in Latvia, and held a monopoly on the provision of basic telecommunications services until January 1, 2003.
Lattelekom is currently 51%-owned by the government of Latvia and 49%-owned by TILTS Communications.

Evaluating LLC “Lattelekom” service quality indicators for voice telephony services in the public fixed telecommunications network over a two year period an overall quality improvement has been observed which was affected by switching of subscriber lines to the digital network, as well as modernization of the telecommunications network infrastructure.
LLC “Lattelekom” payphone service quality does not conform to the requirements of the universal telecommunications service quality parameters which means that the number of damaged payphones exceeds the limits placed by the requirements.
LLC “Lattelekom” universal telecommunications service commitments in 2004 envisage providing subscribers with a tariff plan of choice with telephone subscription fee which does not exceed a reasonable price of the universal telecommunications service which is calculated according to the aforementioned regulations.
