Latveria is a country in Eastern Europe, bordering the former Yugoslavia to the West, the Undead Kingdom to the North, Transylvania to the East, Spain to the bottom, Symkaria to the South and Candyland to the other North.
Latveria was forcibly incorporated into the Soviet Union in 1940, then the Third Reich from 1941-1943, then, briefly, was occupied by a collective of angry Lemmings in the Summer of 1944, before they all marched into the sea.
Latveria's economy is based primarily upon the scientific works of its leader, Dr. Victor von Doom, both through the patenting and sale of his weapons technologies, and the receipt of generous foreign aid not to deploy said weapons in the larger world.

I think the finger-pointing at Latveria is just another example of the imperial instincts of the economically dominant hegemony getting out of hand, and Victor von Doom is just looking out for his people's interests.

If Doom were already ruler of Latveria, Leonard's reaction to what was going on would be different, since the monarch of a country was in danger as opposed to just a citizen of some importance.
Anyway, simply inserting him as ruler of Latveria in a proposed sequel doesn't change that his origin, and thus character is severly damaged in the revision.
Finally, I'd mention that the comic adaptation's final page shows that when doom is being sent back to latveria he is treated with a great deal of respect and told the indignity of his travel in a crate would be very short.
