  Latvian SSR - Wikipedia, the free encyclopedia
The Latvian SSR was formally annexed into the Soviet Union (USSR) on August 5, 1940, when it nominally became the 15th constituent "republic" of the USSR.
They retained diplomatic relations with the representatives of the independent Republic of Latvia, never recognized the existence of the Latvian SSR de jure, and never recognized Latvia as a legal constituent part of the Soviet Union.
The Latvian SSR, along with the other "Baltic Republics" was allowed greater autonomy in the late 1980s, and in 1988 the old pre-war Flag of Latvia was allowed to be used, and replaced the Soviet Latvian flag as the official flag in 1990.

The Latvian Tauta means people, nation (in the ethnic/social sense), the population, etc. In nearly all cases, this was translated as 'people', meaning the ethnic community as a whole, and not as used by the Soviets when collectivizing the citizens of the political state.
This is an important distinction, because whenever a threat or an injury 'to the Latvian people' is found in the text, the authors were conveying an assault not only against persons, but against the survival of the race or cultural community as a whole.
Every Latvian of the time would have clearly understood this as a message: don't even think about resistance and their use in the occupation of Riga was an overt announcement of absolute repression — much more so than if European Russian troops alone had been used.
