The Communist Party of the Soviet_Union (Russian: ''Коммунисти́ческая Па́ртия Сове́тского Сою́за'' = ''КПСС'') was the name used by the successors of the Bolshevik faction of the Russian_Social_Democratic_Labour_Party from 1952 to 1991, but the wording Communist Party was present in the party's name since 1918 when the Bolsheviks became the ''All-Russian Communist Party (Bolsheviks)''.
In theory, supreme power in the party was invested in the Party Congress, however, in practice the power structure became reversed and, particularly after the death of Lenin, supreme power became the domain of the General Secretary.
This was both an attempt to "proletarianize" the party and an attempt by Stalin to strengthen his base by outnumbering the Old_Bolsheviks and reducing their influence in the party.

The Centre for Independent Social Research (CISR) was created in 1991 (in 1996 it was registered as an independent noncommercial organization) by group of sociologists who had been working t the Institute of Sociology of the Russian Academy of Sciences.
The project was aimed at studying the social consequences of a "new" border between Russia and Estonia (a case of the divided town of Narva/Ivangorod); transforming social borders as a result of transformation of political bordera, and observation of "life in borderland", i.e.: forming practices, new behavioral strategies and solidarity of people under these conditions.
The strategy of the research is to reconstruct a social sense of deafness, based on the materials of expert, problem-oriented and biographic interviews, publications in the mass-media, and also the data fixed by the researcher in a field diary.
