Procedure of elections of the deputies of the parliament of the republic shall be determined by constitutional law.
A resolution to nominate a candidate for election as a deputy of the Mazhilis is passed by the majority of votes from the total number of the members of the highest body of a public association and is documented by an excerpt from the minutes.
Self-nomination of candidates running for election as deputies of the Mazhilis is carried out by citizens submitting to the corresponding district election commission a statement about his or her intention to run as a candidate for election as a deputy of the Mazhilis in the given electoral district.

In the elections to the Saeima on 5-6 June 1993, the status of the Soviet-era immigrants was one of the main issues, along with Soviet troop withdrawal and economic reforms.
This Soviet legacy had implications for the 1995 elections, as over one quarter of the population were unable to participate in the elections due to lack of Latvian citizenship [Annex 4].

In the June 5-6, 1993 elections wherein over 90% of the electorate participated, eight of Latvia's 23 registered political parties passed the four percent threshold to enter parliament.
The 30 September-1 October 1995 elections brought forth a deeply fragmented parliament with nine parties represented and the largest party commanding only 18 of 100 seats.
Local elections in 2001 represented a victory for the left-of-center parties in several municipalities, including Rīga. A leftist coalition in the Rīga City Council elected Gundars Bojārs, a Social Democrat, to the office of mayor.

Latvia, a parliamentary democracy, regained its independence in 1991 after forced annexation and more than fifty years of occupation by the Soviet Union.
Following the inconclusive autumn 1995 parliamentary elections, President Guntis Ulmanis appointed a non-party businessman, Andris Skele, to head a coalition of seven of the nine successful parties, which includes Saimnieks (In Charge), Latvia's Way and the Latvian National Conservative Party (LNNK).
Between January and March there was much discussion in the Latvian press of the arrest of Aleksandrs Lavents, the former head of Baltija Bank, which had gone bankrupt.

Elections for the 100-seat Parliament (Saeima) held in the fall were free and fair, but the election law barred some citizens from competing as candidates due to prior activity in pro-Soviet organizations or lack of fluency in the state language.
Although international observers deemed the parliamentary elections to be free and fair, the elections law passed in May barred the candidacy of any citizen who remained "active" in the Communist Party or various other pro-Soviet organizations after January 13, 1991.
Local elections commissions took inadequate steps in some locations to insure that voters could make their choices in private booths, but there were no allegations that voters were subject to improper pressure or influence.

Compared with presidential and parliamentary election campaigns in recent years in Macedonia (which BHHRG has observed since 1998), the domestically-generated referendum was very low key.
Even in Struga, the centre of the political storm for the previous six months, voters were not going to the polls even among the roughly half of the population which was expected to be sympathetic to the referendum.
Even though the Central Election Commission would be broadcasting running turnout figures from localities during the day the anti-boycotters seemed to have put no effort into turning out their vote early to give themselves some momentum.
