The Delegation of the Parliamentary Assembly of the OSCE monitored the elections in Latvia at the invitation of the Latvian Delegation to the OSCE Parliamentary Assembly.
During the pre-independence elections to the Supreme Soviet in 1990, the political monopoly of the Communist Party was successfully challenged by opposition forces united in the Popular Front of Latvia.
In the elections to the Saeima on 5-6 June 1993, the status of the Soviet-era immigrants was one of the main issues, along with Soviet troop withdrawal and economic reforms.

Elections for the 100-seat Parliament (Saeima) held in the fall were free and fair, but the election law barred some citizens from competing as candidates due to prior activity in pro-Soviet organizations or lack of fluency in the state language.
Although international observers deemed the parliamentary elections to be free and fair, the elections law passed in May barred the candidacy of any citizen who remained "active" in the Communist Party or various other pro-Soviet organizations after January 13, 1991.
Local elections commissions took inadequate steps in some locations to insure that voters could make their choices in private booths, but there were no allegations that voters were subject to improper pressure or influence.

Latvian political parties used many innovative techniques to attract voters, including organizing beer festivals and hiring television celebrities to tour the country with politicians in order to attract an audience.This is not cheap.
This means that Latvian parties spent a total of 2.8 lats ($4.70) per voter on this campaign, compared to 1.7 ($2.80) in the US and 0.4 ($0.70) in the UK.8 The wealthiest party is the People’s Party, having spent over 1.2 million lats ($2 million) on the campaign, more than double its nearest rivals.

The onset of WWI brought German occupation of the western coastal province of Kurzeme, and Latvians heroically countered the invasion with the establishment of several regiments of riflemen commanded by Czarist generals.
The sagging military campaign generally increased Latvian and LSDU support for the Bolsheviks' successful October Revolution in 1917, in the hopes of a "free Latvia within free Russia." These circumstances led to the formation of the Soviet "Iskolat Republic" in the unoccupied section of Latvia.
It recognized Latvian as the official language, granted cultural autonomy to the country's sizeable minorities, and introduced an electoral system into the Latvian constitution, which was adopted in 1922.

 Latvian election upheld, Supreme Court challenge fails
RIGA - The outcome of the recent Latvian parliamentary elections has been upheld after the Supreme Court rejected a claim for annulment which was presented by four losing parties.
The Supreme Court found that there had been violations during the election campaign but they were not as serious as to warrant an annulment of the elections results.
The Central Election Commission legal representative, Janis Jonass, said that the complaining parties failed to give specific reasons as to why the results should be found unlawful, and failed to give adequate explanations to the court.
