A laugh track, laughter track or canned laughter is a separate soundtrack with the artificial sound of audience laughter, made to be inserted into TV comedy shows and sitcoms, mostly in the United States.
From the beginning, laugh tracks were derided as being a "cue" for the viewing audience to laugh at the appropriate time during a TV show, as if they would not know otherwise.
Laugh tracks have even been used in some traditionally animated television series, for which common sense would tell the viewer that a live audience would be impossible, unless the audience were watching the cartoon being played back.

It's even worse when the laugh track is stuck on a scene filmed outdoors and obviously not infront of a studio audience (cough, Will and Grace, cough).
Hmm, the "laugh tracks" at the two sitcom tapings I've been to (Newsradio and That 70's Show) were for the most part real (as in, recordings of the studio audience).
In both cases, they did instruct the audience on their laughing (or oohing) for retakes, when they thought it was excessive (or not enough).

A laugh track is useful because it identifies the show as a comedy, right away, for people who have just tuned in.
Well, the laugh track is the "Comedy Tonight" of a sitcom: its purpose is not to tell the audience that individual jokes are funny, but to tell people who have just tuned in that it's a comedy.
The laugh track is incredibly irritating with an unfunny show, because there's nothing more irritating than hearing forced laughter on the sountrack when you yourself have found nothing to laugh at.

I realize this doesn't say much for TV viewers, but the answer to your question essentially is yes--the purpose of a laugh track is to tell the audience when it's time to laugh.
For those who've spent the last 55 years in a monastery, a laugh track is a pre-recorded effect inserted into most sitcoms not taped in front of a live audience.
The laugh track is generally added in post-production--that is, during editing after the show is taped.

This last laugh — it seems to involve the entire studio audience, leading me to believe that everyone watching was having the time of their life while I was sitting home, wondering what was so funny.
If the laugh track is supposed to make us feel better, maybe it should be applied in other ways.
A laugh track at a legislative hearing would be a good start.

This laugh track is known for sounding especially tinny, and containing less than ten different laughs.
Hanna-Barbera useed their home-grown laugh track to their animated shows after 1972 as a cost-saving measure; it was less expensive to add their own chuckles instead of hiring Charley Douglass's company (who added laugh tracks to all the major network shows).
It would be much better to simply mention that The Such and Such Show had a laugh-track, and go into detail about the laugh track on the laugh track page, where someone who is looking for the information will find it and it appears more relevant.

Actually it was wierd one day I was watching 'That 70's Show' and for some reason the laugh track caught my attention and for the rest of the show it bugged the absolute crap out of me..
The creator of the show has a little message at the start of the DVD saying how much he hates laugh tracks, and why it was removed.
Then again, most of the crap on TV these days would be impossible to laugh at if it didn't have a laugh track.

I know that some sound work is done on the laugh tracks of some shows, but I don't believe that it's as extensive as you think.
I think the laugh track is horribly outdated and I wish more shows had the guts to just do away with them altogether.
They probably inserted the laugh track so kids knew what of the more "adult" humor was supposed to be funny.

One scene that nobody is mentioning, that made me, my wife and the audience laugh was then ending of the meat spanking in the supermarket.
