The Laughing Dove is a smallish dove with no fl collar, a pinkish tinge on the head, neck, breast, and white under the belly and tail.
Laughing Doves are found throughout Africa, Arabia, and Asia Minor to India and the extreme northwest of China.
Laughing Doves spend much of their time on the ground walking with their heads bent downwards in a crouched attitude while taking short shuffling steps.

Despite the dark lores it's not a Namaqua Dove, which is longer tailed and has different markings on the wing etc. In many ways it resembles a female Laughing Dove, although the dark lores are wrong for that species.
Still, the bird is far too slim and small to be a Laughing Dove, I would agree with sphinx79's first comment that this bird is a Laughing dove caged hybrid of some kind.
In a hybrid with Laughing dove (if that is possible at all); I would expect that there are also some more clear Laughing dove characters;and I would expect the bill to be less colourfull, probably fl.
