Colonia del Sacramento is the capital of the Department of Colonia, this city was founded in 1680 by Manuel Lobo and it represents one of the most important appeals for the tourist that arrive to Uruguay.
Among the tourist attractiveness of the department it should be pointed out the coast on the Plate river, with the immense ravines with steep slope, white sands beaches and calm waters, specially advised for families with children due to the lack of strong waves.
The oceanic coasts of this department as the rest of it are places where the nature is most vividly presented, plenty of lagoons and smaller water mirrors, full of flora and fauna.

According to the 1985 census, the population of the department of Montevideo was 1,311,976, and that of the neighboring department of Canelones was 364,248, out of a total population of 2,955,241.
More industrialized and urbanized, but still quite poor, were the departments of Soriano and Salto, which, as noted previously, benefited from the construction of a bridge and a dam, respectively, across the Río Uruguay in the late 1970s and early 1980s.
Finally, Montevideo and the department of Maldonado (which is strongly affected by the tourism industry in Punta del Este) had the highest indexes of social and economic development in the country.

In 1825 thirty-three exiles at Buenos Aires—the Treinta y Tres—returned to Florida under Lavalleja, raised the standard of revolt, and with the assistance of the Argentine defeated the Brazilians, Brown destroying the latter's fleet in February, 1827, while their land forces were overthrown at Ituzaingo.
The departments are administered by governors appointed by the Executive, and by a locally elected council.
Each department has a departmental court, and there are smaller judicial sections (205) with justices of the peace and alcaldes.
