The current constitution of Missouri, the fourth constitution for the state, was adopted in 1945 and provides for 3 branches of government, the legislative, judicial and executive branches.
Missouri voters also elect the heads of several executive departments: the Missouri Attorney General, Missouri Secretary of State, State Treasurer of Missouri, and Missouri State Auditor.
Missouri allows cities to adopt their own charter should they chose to do so; it was the first state in the union to do so.

The township form of government is found in roughly 15-20% of Missouri counties.

 Summary of the Missouri Sunshine Law
Missouri’s commitment to openness in government is clearly stated in Section 610.011 of the Sunshine Law: “It is the public policy of this state that meetings, records, votes, actions, and deliberations of public governmental bodies be open to the public unless otherwise provided by law.
The Sunshine Law governs the actions of public governmental bodies, which are defined as legislative, administrative or other governmental entities created by the constitution or statutes of this state, or by order or ordinance of any political subdivision or district as well as judicial entities when operating in an administrative capacity.
The law now provides, however, that law enforcement records are subject to the same presumption of openness that applies to other public records (Section 610.011).

The law, signed by Gov. Matt Blunt [governor's press release] last month, allows voters who can't produce ID to cast provisional ballots that will be checked against signatures in election records.
The plaintiffs argue that the law violates a provision of the Missouri Constitution [Article X Section 21 text] prohibiting the state government from passing on unfunded mandates to local governments and that it would disenfranchise some voters.
