This Law is now established to govern the affairs of Iraq during the transitional period until a duly elected government, operating under a permanent and legitimate constitution achieving full democracy, shall come into being.
This government shall exercise authority in accordance with this Law, including the fundamental principles and rights specified herein, and with an annex that shall be agreed upon and issued before the beginning of the transitional period and that shall be an integral part of this Law.

On the basis of Article 2(1)B of the Law of Administration for the State of Iraq in the Transitional Period, the Governing Council decided in its session of 1/6/2004 to issue this Annex.
The Interim Government will administer Iraq’s affairs, in particular by providing for the welfare and security of the Iraqi people, promoting reconstruction and economic development, and preparing for and holding national elections by 31 December 2004, if possible, and, in any case, no later than 31 January 2005.

In other words, if an obligation is so universal that it requires states with a lesser interest to prosecute, then the state where the atrocities occurred shares that obligation or at least that right to prosecute, free from the hurdle of immunity.

The CPA has been the government of Iraq since the overthrow of the brutal dictatorship of Saddam Hussein and his deeply corrupt Baath Regime in April of 2003.
It is led by the United States and the United Kingdom.
According to the Agreement of November 15th, 2003 between the CPA and the Iraqi Governing Council, by June 30, 2004 the new transitional administration will be recognized by the Coalition, and will assume full sovereign powers for governing Iraq.

The article declares that "Islam is the official religion of the State and is to be considered a source of legislation.
Article 20, on voting, states: "No Iraqi may be discriminated against for purposes of voting in elections on the basis of gender, religion, sect, race, belief, ethnic origin, language, wealth, or literacy."
The law calls for a 275-member Iraqi National Assembly to be elected by Dec. 31 of this year if possible and "no later than" Jan. 31, 2005, and for the assembly to complete a draft of a permanent constitution by Aug. 15, 2005.
