 There Is One Lawgiver -NRA
The structure of the Greek text highlights both the numerical term "one" and the noun "lawgiver." The word "one" is put first in the sentence for emphasis--there is one and only one--while the idea designated by the word "lawgiver" is that which is decisively defined by the sentence.
Hence, the verb form of "lawgiver" is used in the Septuagint in all except one instance to refer to God's action as the supreme lawgiver who instructs men in their duty by revealing and teaching His law to them.
James' declaration that there is only one lawgiver is based on the theology of the Old Testament revealed in the usage of the noun and verb form of "lawgiver." In these texts and other related words and texts, it is established that God is King and lawgiver over all the earth (e.g.

As a lawgiver, so far as any thing on the part of subjects is concerned, he must be satisfied either with their obedience or disobedience.
And the reason is, that the act of transgression is a declaration and a proof that the lawgiver, his law, and authority, are unworthy of regard.
It is an act of the lawgiver designed, not to reform the subject and bring him to honor the law, not to retrieve all the evils of transgression and so to be an equivalent for the happiness it has destroyed, but to prevent simply one of the evils of transgression, viz., the subversion of law.

Lawgiver - Wikipedia, the free encyclopedia
It is programmed so that should an attempt be made by an unrecognised user to fire the Lawgiver, it will explode in that person's hand (The 1995 Judge Dredd (film) had the Lawgiver electrocute an unrecognised user instead).
Caution is advised when using the extremely volatile and dangerous "Hi-Ex" round; the splash caused by the exploding bullets can just as easily harm those firing as the target, meaning that the round can only be safely fired from a distance.
Some publications replace the standard bullet with the Grenade setting but this is incorrect as the Lawgiver always has a standard fire mode.

If the lawgiver or Sheriff feel that either party is incapable of speaking for themselves then they have the right to request a third person speak on the accused or accuser’s behalf.
It is the responsibility of that person to arrange some means of proving this fact by magical means or otherwise to the satisfaction of the Lawgiver, sheriff and jury and not the job of the justice department to prove that he was not.

Consequently, while the lawgiver is the progenitor of a society's constitution, the citizens are the power that drives it.
Exactly so does the city draft in outline the custom-laws, which have been the invention of excellent lawgivers of old, and compels men to rule and be ruled under their direction.
Lawgivers are usually neither extremely rich nor extremely poor, and they usually operate in unstable, deteriorating environments and in times of crisis in the society.

Argument from morality - Wikipedia, the free encyclopedia
That the moral lawgiver is God must also be justified, but so with most arguments for God's existence must the proven entity be shown to be God as regularly understood (ie, that Aquinas' prime mover is the God of the Bible).
Objections point out that there is no reason to assume that God is the moral lawgiver; or that if he exists, he should be the only moral lawmaker.
Indeed, there is no reason to suppose (or given by the argument) why man is not the moral lawgiver, and that morality is subjective.

Lawgiver (International Standard Bible Encyclopedia) :: Bible Tools
In the Revised Version (British and American) it bears the translation "lawgiver" but twice (Deuteronomy 33:21; Isaiah 33:22), though in the other passages (Genesis 49:10; Numbers 21:18; Judges 5:14; Psalms 60:7; Psalms 108:8) this meaning is retained in the margin.
In both passages God is declared to be the "lawgiver," and in the New Testament passage is so called because He has the power to rule and judge, to save and destroy.
Moses is pre-eminently the lawgiver in Jewish and Christian circles, but it should be noted that in the Scriptures of neither is he given this title.

 MFA-Sultan S’leyman Han, the Lawgiver
Sultan S’leyman the Lawgiver planned to have the Turkish state which he wanted to establish on the European continent located in the region beyond the Danube River.
Today, all that is left is a tiny church made from the remains of the tomb, and on the wall of the church, a marble plaque indicating the spot at which the Lawgiver terminated his reign of forty six-years.
Some historians refer to the reign of Sultan S’leyman the Lawgiver as "the pinnacle of the rise of the Ottoman ideal and the beginning of its decline." In a sense perhaps they are right.

 Aristotle's Political Theory
The most important task for the politician is, in the role of lawgiver (nomothetês), to frame the appropriate constitution for the city-state.
The constitution itself is fashioned by the lawgiver and is governed by politicians, who are like craftsmen (efficient cause), and the constitution defines the aim of the city-state (final cause, IV.1.1289a17-18).
Aristotle states that "the politician and lawgiver is wholly occupied with the city-state, and the constitution is a certain way of organizing those who inhabit the city-state" (III.1.1274b36-8).

His genealogy, his travels, his death, above all, his legislative and constitutional activity have been variously recorded, and there is the greatest difference of opinion as to his date." Nor has modern historical criticism arrived at any certain results.
According to Herodotus he introduced his reforms immediately on becoming regent, but the story which afterwards became generally accepted and is elaborated by Plutarch represented him as occupying for some time the position of regent, then spending several years in travels, and on his return to Sparta carrying through his legislation when Charillus was king.
This latter version helped to emphasize the disinterestedness of the lawgiver, and also supplied a motive for his travelsthe jealousy of those who accused him of trying to supplant his nephew on the throne.

For as was shown in book 1, there is no proper and preceptive law without an act of will on the part of some lawgiver; but the natural law does not depend on the will of any lawgiver; therefore, it is not properly speaking a law.
I say "as a lawgiver" because it is clear that natural reason and its dictates are a divine gift that comes down to us from the Father of Lights.
For, absolutely speaking, God was able to prescribe or prohibit nothing at all, and yet on the supposition that he has willed to have subjects with the use of reason, he was unable not to be their lawgiver, at least in those matters that are necessary for natural moral uprightness.

LAWGIVER - lo'-giv-er (mechoqeq; nomothetes): There are two words, one Hebrew and one Greek, which are translated "lawgiver." The former occurs 7 times in the Old Testament, and in the King James Version in every case except Jdg 5:14 is thus translated.

 Jesus Christ, the Divine Lawgiver
Jesus did not at all follow the method of a teacher or commentator of the old law, but he conducted himself as a lawgiver and, in the last analysis, as one who had authority over the law.
It is to be noted that the hearers well knew that it was a matter of divine law, given by Moses in virtue of a power which God himself had granted him as his representative and mediator with the people of Israel.
Jesus illumined this with a new light and explained it in all its value to achieve a new life, and as the generating principle of a new history.

In 594 B.C.E., Solon, a great statesman and lawgiver, was entrusted with special powers to revise the political, social, and economic structure of Athens.
His work began the evolution from rule by an elite aristocratic clique toward a more egalitarian constitution; in short, Solon set Athens firmly on a course toward democracy.
Solon first revamped the law code of Draco [Athenian lawgiver of 621 B.C.E.], which was extremely stringent and stipulated penalties disproportionate to offenses (with the exception of the homicide laws).
