The Gunnery Pocket Book - Part 1
Although the regulations permit advancement to Leading Seaman and Petty Officer without first qualifying for a "non substantive" rating, such qualification is of great assistance and should in any case be undertaken as soon as possible after "substantive" advancement.
Able Seaman (A.A.3) not passed for leading seaman may qualify for A.A.2; and in exceptional circumstances, a leading seaman, without non-substantive rating, may be allowed to qualify for a 2nd class rating.

Born in Depression-era Brooklyn, Seaman acquired a passion for social justice that came from her father; a love of writing and literature that came from her mother; and a drive to stop health-industry abuses against women that came from two profoundly disturbing experiences.
It put Seaman in the 1970s pantheon of feminist stars, though some accused the then-married Seaman of being blinded by her middle-class lifestyle to the point that she could not understand the issues faced by poor women.

Seaman - Wikipedia, the free encyclopedia
In the Canadian Navy, Seamen comprise the ranks below Petty Officer — namely, Ordinary Seaman, Able Seaman, Leading Seaman, and Master Seaman; these ranks, together with their Army and Air Force counterparts, are collectively termed the Junior Ranks.
The old Naval term "Rating" is still sometimes used to describe these ranks, but has no official status in the Canadian Forces.
For the U.S. Navy and U.S. Coast Guard the rank is just above Seaman Apprentice and below Petty Officer Third Class; this rank was formerly known as Seaman First Class.
