The year starts on 11 September in the Gregorian Calendar or on the 12th in (Gregorian) Leap Years.
Since the Persian year is defined by the astronomical vernal equinox, the answer is simply: Leap years are years in which there are 366 days between two Persian new year's days.
If you number the years within each cycle starting with 0, then leap years are the years that are divisible by 4, except that the year 0 is not a leap year.

Leap years can be from 383 to 385 days and common years can be from 353 to 355 days.

 The Gregorian Calendar—History
In 1582, Pope Gregory XIII ordered the advancement of the calendar by 10 days and introduced a new corrective device to curb further error: century years such as 1700 or 1800 would no longer be counted as leap years, unless they were (like 1600 or 2000) divisible by 400.
On October 5, 1793, the revolutionary convention decreed that the year (starting on September 22, 1792—the autumnal equinox, and the day after the proclamation of the new republic) would be divided into 12 months of 30 days, named after corresponding seasonal phenomena (e.g.

Nothing was yet created, and only a virtual clock started to tick on the first day of that year, heard, as it were, only by the Creator, on the first day of the week (Sunday) the 24th of Elul, (22 August 3760 B.C. in the Gregorian calendar).
The first Julian year commenced with the 1st of January of the 46th before the birth of Christ, and the 708th from the foundation of the city.

 The Shire Calendar
The calendar used by the Hobbits of the Shire divided the year into twelve months which, unlike the irregular months of Roman and modern Europe, were of equal length: every month in the Hobbit year had exactly thirty days.
Because of this Hobbit innovation that kept the weeks in the same place every year, which they called the Shire-reform, the calendar shown on the right is always correct (except, of course, that the Overlithe occurs only on leap years), unlike European calendars which have to be printed differently every year.
Usually this would bring leap days every four years; but since the fraction by which the solstice interval exceeds 365 days would accumulate these leap-days on an irregular schedule, the usual four-year leap cycle would extend to five years every twenty-nine or thirty-three years.

Calculating the Day of the 'Week from the Date
Essentially you start at the ordinal position of January 1 with in the week and increment it by the ordinal position of the day within the year minus 1 (modulo 7) then add 1 to obtain ordinal position of the day within the week.
Given that the January 1 advances one day except when going from a leap year in which case it advances two days, it's not difficult to show that there is a 28 year cycle for determining the day for January 1.
The fact that 2100 is not a leap year prohibits the 28 year cycle for obtaining the first day from carrying over into the 22nd century.

Macworld: News: Digging deeper into the Leap-A malware
That’s what I did with the Leap-A malware that emerged Thursday, and I’ve learned that the program—while tricky—is not nearly as malicious as it could have been.
First some background: as I reported in the Leap-A FAQ, Leap-A (or Oompa Loompa, as it’s also known) is a potentially malicious program disguised as an image file.
Hence, it was susceptible to Leap-A. As Andrew Welch noted Thursday, when you try to launch the newly-infected application, an apparent bug (or is it a feature?) in the code prevents it from launching.
