In the 2002 film Resident Evil, the virus is released in the underground facility The Hive by the film's antagonist Spence Parks.
The virus was originally intended to be smuggled out by Matt Addison and Lisa Addison by means of exposing Umbrella's illegal genetic research/genetic modifications on animal and human subjects through a secret contact (Alice).
It's believed the virus managed to escape during the nuclear bombardment of Raccoon City in Resident Evil: Apocalypse (as Umbrella was scanning all civilians and allowing non-infected to leave the city).

The Progenitor Virus (Japanese: 始祖ウイルス shiso uirusu; also known as the Mother Virus and Founder Virus in alternate translations) is a virus which predates the T-Virus in the Resident Evil survival horror series.
The Progenitor Virus was the first mutagenic virus ever discovered and would become the basis from which the Umbrella Corporation's most successful bio-organic weapons research would stem several decades later.
After being modified by Dr. James Marcus into the Progenitor Virus, the Umbrella Corporation was then founded by the three, with Spencer providing most of the funding, to disguise the research they hoped to carry out.

The Progenitor was the first actual zombie virus made, Ebola has nothing to do with bring zombies to 'life' only spreading the infection of the T Virus/Progenitor.
The point of that story is, even if the living dead could not exist, there could be a virus that some how immitates the living dead or zombies so to speak causing masses of people to go insane and bite people, thus spreading the outbreak even further...
