According to the government in 1994 both it and the armed forces were considering amending the Code of Military Justice, including how it dealt with the legal situation of those who deserted from the armed forces in the 1980s.
Under the law vacancies in the armed forces were supposed to be filled in by ballotting qualified applicants from the semi-annual class of eligible conscripts.
