The institution known as leiðangr (Old Norse), leidang (Norwegian), leding, (Danish), ledung (Swedish), expeditio (Latin) or sometimes lething (in English language), was a public levy of free farmers typical for the Viking Age Scandinavians.
Since Tacitus also said that the Swedes (Suiones) had a powerful fleet, it seems likely that it was based on the leidang.
In the end, the states became increasingly dependent on the nobility for defence and warfare.

Summary 'Treen og Keeil' Markstander, 1937
The harbours of the Norwegian leidang fleet are, in consequence, all known.
That this calculation is approximately correct, is proved by the 41 keeills situated on the Church and Abbey lands and presupposing 34 treens in accordance with the proportion 177 keeills to 147 known secular treens.
It is quite possible that, in Man, the leidang was assessed on the sheading as it was in Norway on the district of assessment; and levied on the treens irrespective of the limits of the skibreides.

As the micro-command threatened the flanks of the advancing Leidang pedestrians, the German ally was fed in.
This was very close to a 9-1 win, and I am still somewhat bemused about the total failure of the 4(well supported) warband to close in and kill off 2 bowmen, which would have surely turned it into a 10-0.
It was only the sheer size of the Leidang army that saved their CinCs command from defeat by the end of the game.

 Harald's army
The Leidang, a levy of ships and crews raised locally, formed a major part of this army.
A full Leidang was only called out in a national emergency, usually when faced by a foreign invasion.
By the mid-11th century, the Leidang would almost certainly have produced a larger number of ships, with an equivalent rise in the number of crewmen.

Finally a bit of Leidang revenge, as 2 demoralised blade took down a lone Kn (F) to overturn the allied command – it was now a tie ate "dead-all" in the middle, and us on the brink of losing our other small command.
We deployed exactly the same way, this time without waterway but with each flank cluttered by H(rough) and a marsh and with a wood further closing down the table in the middle of one flank sector in front of the Clericals.
The unreliability of the Clerical command left the Leidang flank somewhat hanging as the army advanced towards the screen of Hd (I).

The Danish Peace Academy: Terp, Holger: Danish Peace History - Forced conscription during the Viking age
Only ‘learned men’, priests were exempt from the duty of leidang.
Even though there are no records of early conscientious objection, the creation of the conscription system proves, that the farmers and fishers did not volunteer.
And with the new laws came the growing influence of the church and the kings as the leidang system were later transformed into the qwærsæth (military) tax system.

A Norse military levy was called the Leidang, it provided for the assembly of ships, crews, warriors and supplies from within either a small or large kingdom.
Its format was standardised by the 10th century, when Swedish, Norwegian and Danish Kings all called upon the levy although it had been used by smaller Kings and Jarls since the 6th century in Denmark before the development of the 10th century Norse states.
The Leidang accounted for different types of ship, which were listed according to the number of benches they had.

If a king/lord attempted this anyway, he would therefor quickly be facing a well armed rebellion much larger than he possibly could hope to defeat.
So instead of feudalism, the king had to rely on the population to raise an army; called "leidang".
The men of the "leidang" would fight much in the same way as in the viking age, although they now were not quite as hardy and fearsome.
