 AN ORDINANCE OF A COMMON CHEST
Under the influence of the latter, and perhaps not without Luther’s direct influence, there was drawn up in the congregation at Leisnig, probably by its recently elected clergymen, an Ordinance of a Common Chest, which was submitted to Luther for his approval.
The nobles, council, guildmasters, elders and commons of the town of Leisnig and vicinage solmenly agree, in the matter of choosing their pastors, to exercise their Christian liberty in accordance with Holy Scripture.
The preface, together with the Leisnig ordinance itself, is found in Clemen’s Edition, 2:404-23; the Weimar Edition, 12:11-30; the Erlangen Edition, 22:106-30; the St. Louis Edition, 10:954-77, and the Berlin Edition, 7:107-37.

Stanisław I Leszczyński, who was proclaimed King of Poland against Friedrich August I, Elector of Saxony (August II as King of Poland), resided in Leisnig in 1706/1708 where he also signed the Peace Treaty of Altranstädt, which accepted him as King of Poland.

Like many other communities, Leisnig had gone over to the Reformation and had taken over the administration of lands formerly belonging to a local monastery.
The document of agreement stipulated that income from the confiscated properties should be used to support monks who had been displaced in the process and that the rest of the income was to be used for various community causes.
The Leisnig document and the preface Luther wrote for it mention the damage done by the practice of usury—lending on interest.

This and the following treatise were written by Luther with particular reference to the congregation at Leisnig, a little Saxon town on the Mulde river.
To all of these requests Luther responded in the course of the following spring; to the first by publishing the Leisnig ordinance with a commendatory preface; to the second in the Von Ordnung Gottesdiensts in der Gemeine; to the third in the present treatise.

 Change in Luther's Doctrine of the Ministry
The first of these writings was a much-quoted treatise with the title: Das eine christliche Versammlung oder Gemeine Recht oder Macht habe, alle Lehre zu urteilen etc. (That a Christian assembly or congregation has the right or power to judge doctrine, etc.).
The Catholic Cistercians insisted that they retained their right to call the ministers for Leisnig because Paul, Barnabas, Titus, and Timothy had appointed pastors for various congregations in New Testament times.
Luther reminded the Christians at Leisnig that through baptism they had become God's people, and Christ their brother; together with Christ, they were consecrated as priests.
