Born in Charlottenburg at Berlin to a family of Slovenian origin, Caprivi entered the army in 1849 and served in the Austro-Prussian War in 1866 and the Franco-Prussian War in 1870, the latter as a corps Chief of Staff.
Caprivi was informed that he was the Kaiser's intended choice should Bismarck prove resistant to Wilhelm's proposed changes to the government, and upon Bismarck's dismissal on March 18, Caprivi became chancellor.

His position was seriously compromised in 1892 when an education bill that he had defended by saying that the question at issue was Christianity or atheism failed to carry, and he resigned the presidency of Prussian ministry, which was then given to Count Eulenburg.
In 1894 a difference arose between Eulenburg and Caprivi concerning the bill for an amendment of the criminal code (the Umsturz Vorlage), and in October the emperor dismissed both.

For four years after Bismarck's departure, Leo, Graf von Caprivi, as chancellor, tried unsuccessfully to find a policy that would be acceptable both to the Reichstag (lower house of the parliament) and to the ruling classes.
In 1897 William appointed the debonair Bernhard, Fürst von Bülow, as foreign secretary and in 1900 made him chancellor; the intention was that Bülow would persuade the Reichstag to accept the policies that the Kaiser and the upper classes chose to adopt.
The Kaiser often indignantly denied that Germany was challenging Britain's domination of the seas, but there is clear evidence that this was in fact the aim of Adm. Alfred von Tirpitz, whom he made secretary of the navy in 1897.
