 The Balkans in Europe’s Future
In his foreword to the report, former Prime Minister of Belgium Leo Tindemans, who served as Chairman of the Commission, stated that the objective of the Commission Members was "peace, a durable one, to pave the way to democracy, prosperity, well-being and a humane society".
It was much in the same spirit that the second Commission was created under the impression of the violent break-up of former Yugoslavia and the ferocity of the wars.
We commend Leo Tindemans, Lloyd Cutler, Bronislaw Geremek, Lord Roper, Theo Sommer, Simone Veil and the late David Anderson for raising their voice in the cacophony of the time and offering their far-sighted analysis when the international community was still approaching the Balkans with a piecemeal approach.

Its central aim is to find ways to help promote stability in the region and to propose a concerted, long-term approach, primarily to European and North American governments.
Besides Chairman Leo Tindemans, the Commission includes Lloyd Cutler, Bronislaw Geremek, John Roper, Theo Sommer, Simone Veil, and David Anderson (ex officio).
The Commission is supported by a staff of resident and consulting experts working under the direction of the prominent French scholar, Jacques Rupnik.

Tindemans’ proposal of giving substance to the socio-economic aspects of the goal of creating a Union by developing a “two-speed Europe” admitted the need for differentiation but suggested several guarantees of unity.
More specifically, his report argued in favour of a unity of goals accompanied by a diversification of the schedule for attaining them based on insufficiency of economic capabilities in some member states, rather than on lack of political will.
The Tindemans report was considered controversial and the “two-speed Europe” idea was aborted because the degree of EC heterogeneity was not perceived out of proportion of the strategic objectives shared by the 9 member states.

PRISHTINE, Nov. 8 (ATA) - The chairman of the International Commission for the Balkans, Leo Tendemans in a news conference held in Brussels this week considered the situation in Kosova "as very serious," Information Centre of Kosova reports.
"We have treated the issue of Kosova, in which 90 per cent consists Albanians, as a very serious question which must be solved quickly if we want to save peace in this region," said Tindemans.
He pointed out that the report of his Commission, which was handed over to the commissioner Hans van Der Broek, defined two main spots of the conflict in the Balkans, Bosnia, in the north, and Kosova in the South.

The International Commission on the Balkans, an independent panel of American and European opinion leaders chaired by former Belgian Prime Minister Leo Tindemans, has issued a report calling for a post-IFOR military presence, including American troops.
Presenting the Report, Tindemans said: "Turning a blind eye to the Balkans would be no less a recipe for disaster at the end of the Twentieth Century than it was at its outset.
Outside guarantors, even enforcers, of the peace will have to remain in the region -- first and foremost in Bosnia -- for a considerable period."
