  Leoline Jenkins - Wikipedia, the free encyclopedia
Sir Leoline Jenkins (1625 - 1 September 1685) was a lawyer and diplomat, originally from Cowbridge in south Wales.
The position was one of several rewards he received from King Charles II of England for his loyalty to the Royalist cause during the English Civil War; he was also created a judge.
Jenkins was made a privy councilor in February 1680.

Bringing home the brig Rebecca from the West Indies in 1731, Jenkins was boarded by a Spanish guarda-costa, whose commander rifled the holds and cut off one of his ears.
On arriving in England Jenkins stated his grievance to the king, and a report was furnished by the commander-in-chief in the West Indies confirming his account.
Jenkins was subsequently given the command of a ship in the East India Company s service, and later became supervisor of the companys affairs at St Helena.

In the same year he was made registrar of the consistory court of Westminster; in 1664 deputy judge of the court of arches; about a year later judge of the admiralty court; in 1689 judge of the prerogative court of Canterbury.
In these offices Jenkins did enduring work in elucidating and establishing legal principles, especially in relation to international law and admiralty jurisdiction.
Jenkins left his impress on the law of England in the Statute of Frauds, and the Statute of Distributions, of which he was the principal author, and of which the former profoundly affected the mercantile law of the country, while the latter regulated the inheritance of the personal property of intestates.

His successor (1661-73) was his former pupil (Sir) Leoline Jenkins from Llanblethian, Glamorgan, a busy lawyer who combined his principalship with practising in London in the Court of Arches and High Court of Admiralty.
Jenkins also endowed 'missionary fellowships' to encourage young clergymen to minister in the Navy and overseas, and increased the regular fellows' stipends, by dividends from his estate and other payments, to a more realistic figure than the previous £20 a year.
Jenkins left the College his library, which included many fine classical texts and works on international law, and set up a trust fund for the support of his old school at Cowbridge.

Some highly sensitive correspondence which passed between the Earl of Conway and Secretary of State Leoline Jenkins just before the trial throws an eerie light on the verdict of the court.
The matter Charles wished to communicate to Jenkins remains a mystery and no mention was ever made of the derrotero at the trial, but it seems certain that the waggoner's intrinsic value was such that the king of England was prepared to risk a diplomatic catastrophe, or worse, to obtain an illicit copy.
Furthermore, the utility of the derrotero in English hands was enhanced immeasurably as long as Sharpe remained alive to interpret it.
