In place of the existing fleet, which could charitably be described as geriatric, unbalanced and virtually irrelevant to sovereignty and security in the far north, the white paper envisaged a balanced, multi-role fleet capable of operating on all three coasts.
In addition to the six City-class patrol frigates and four Tribal-class destroyers already under construction or conversion, the white paper announced plans for 10 to 12 nuclear-powered attack submarines (SSN's), six follow-on patrol frigates, several sonar array towing vessels (similar in concept to the U.S. Navy's SURTASS operation), and 30 or more minor war vessels.
Also noteworthy were the launching of HMCS Halifax (the first of the long-awaited City-class patrol frigates) and the keel laying ceremonies (or the modular equivalent thereof) for the second and third City-class patrol frigates (Vancouver and Ville de Quebec).

In spite of there being a HMS Leopard in the novel Desolation Island, by Patrick O’Brian, there can be no confusion over the vessel after which this pub is named, as the crest from the eponymous ship is used as the pub’s logo and is etched onto the massive windows.
There is a massive amount of floor space in the pub, as there aren’t too many tables, and the large, light-wooden bar sits in the corner, with its two white columns protruding through the counter and a collection of US Navy caps hanging at the rear.
The Ship Leopard appears to be the choice of sailors who wish to have a quiet drink with their sweethearts, wives and children away from the rowdiness of other nearby pubs; the sailor’s style and location of tattoo confirms they’re seamen.
