		Leping City is in northeast Jiangxi Province about 20 miles south of Jingdezhen.
		Leping is smaller than Jingdezhen with a total population of approximately 800,000.
		The area around Leping is rich agriculturally and minerally, but this is still a relatively poor area economically.

		My understanding of this, after e-mail conversations with a Nanchang resident, is as follows: "The reason is that Leping is a county-level city and is managed by Jingdezhen.
		Before 1997 Leping didn't have the experience to present the baby's materials directly for international adoption.
		There is now an e-mail group specifically for those who have adopted from Leping and those who are going to adopt from Leping (have referrals).
