Leroy was born on July 13th, 1928 in Indianapolis, Indiana.
Leroy later traveled to Chicago where he became the house bassist at the famous jazz venue known as the "Bee Hive".
The Leroy Vinnegar Jazz Institute at Portland State University was created to preserve and promote the art form, cultural heritage, and social history of jazz music in the Pacific Northwest.

 Leroy Vinnegar: 1928-1999
Leroy Vinnegar became inextricably associated with the jazz method known as walking bass during the heydey of West Coast Jazz in the 1950s, to the point where his name became synonymous with the style.
He was reunited with Edwards and trumpeter Howard McGhee when they reformed their quintet in the late-70s, and demonstrated his versatility in appearing on television with the Dixieland band The Panama Hats which accompanied actor George Segal.
Partly as a result of failing health, Vinnegar moved to Portland, Oregon, in 1986, where he became a central figure in the local jazz scene.

The Institute is named for the late Portland resident and seminal jazz bassist Leroy Vinnegar, and is directed by jazz pianist and PSU Associate Professor of Music Darrell Grant.
The programs and partnerships developed by the Leroy Vinnegar Jazz Institute are aimed at filling the void in arts education left by budget cuts in school funding; providing opportunities for gifted young people to interact with world-class artists; encouraging participation in the music making, and increasing the understanding and appreciation of our shared cultural heritage.

Leroy Vinnegar (1928-1999) was long respected as a fixture on the Los Angeles jazz scene and a master of the art of “walking” on the bass, maintaining the steady pulse that contributed to hundreds of Southland sessions.
In the 1950s and ’60s, no one exemplified that mastery more than Leroy Vinnegar, the bassist from Indianapolis who was a mainstay of jazz on the West Coast.
Vinnegar’s walking bass was a metric and harmonic force in dozens of recordings by Shelly Manne, Benny Carter, Stan Getz, Shorty Rogers, Chet Baker, and Teddy Edwards, among many others.

The owner of a swinging "walking bass" manner, comfortable in several idioms but not a prolific soloist, Leroy Vinnegar had a couple of heydays -- in the '50s and '60s as a busy freelance recording sideman, and as a member of Les McCann's most popular combo in 1969.
A completely self-taught musician, Vinnegar "fooled around" with the piano but gravitated to the bass upon his first encounter.
Vinnegar died of cardiac arrest in August 1999, a loss to the jazz world and particular blow to the Portland jazz community.

The Les McCann Trio, with Leroy Vinnegar on bass and Donald Dean on drums, was the main attraction on June 18; the Eddie Harris Quartet, with Jodie Christian on piano, Melvin Jackson on bass, and Billy Hart on drums, topped the bill two days later.

Cecil Taylor’s “African Violets,” from a June 1958 session, features the pianist on a relatively in-the-box recording with Earl Griffith on vibes, Buell Neidlinger on bass, and a busy Dennis Charles on drums, and pianist Andre Previn delivers a beautiful solo rendition of “Autumn In New York,” showing the pianists to be kindred spirits.
Teddy Edwards' version of Hawes “The Sermon,” with Joe Castro, Vinnegar and Billy Higgins, is a treat, as well.

The younger players in the group are a little green but put their hearts into the songs with solid playing.
The album has a loose, fun, after-school quality, and because Vinnegar orchestrated these tracks, you know they have class.

All but one of the tracks feature Leroy Vinnegar on bass and Billy Higgins on drums, the latter fresh from several sessions with Ornette Coleman and here playing as straight ahead as can be, the whole rhythm section swinging like mad, with either Amos Trice or mostly Joe Castro on piano.
The program is mostly blues or bebop-flavored originals based on or close to the chord changes of “I’ve Got Rhythm,” with the title track — a Latin-flavored composition by the leader — a ballad standard, and Leroy Vinnegar’s “Vintage ‘57” thrown in for variety.
The CD issue augments the LP original with the first and the three final tracks, with the opener another Edwards blues, this time with a different rhythm section: Ronnie Ball in piano, Ben Tucker on bass, and Al Levitt on drums.

The back of the LP cover has been singed by Shelly Manne (drums), Leroy Vinnegar (bass), Russ Freeman (piano), Stu Williamson (trumpet) and Charlie Mariano (alto sax).
He began recording as a leader (his first session was cut in Chicago in 1951) on a regular basis starting in 1953 when he first put together the quintet Shelly Manne and His Men.
Among the sidemen who were in his band during their long string of Contemporary recordings (1955-62) were Stu Williamson, Conte Candoli, Joe Gordan, Bob Enevoldsen, Joe Maini, Charlie Mariano, Herb Geller, Bill Holman, Jimmy Giuffre, Richie Kamuca, Victor Feldman, Russ Freeman, Ralph Pena, Leroy Vinnegar and Monty Budwig.
