Balcerowicz proposed that most tax breaks be abolished as of 1999 and two tax rates on personal income, of 22 and 32 percent, be introduced instead of the current three rates of 19, 30 and 40 percent.
Balcerowicz appealed for his reform proposal to be discussed at a supra-party level, as was the case with pension and local government reforms.
Balcerowicz answers his opponents, saying that the reform is rejected by those who benefit most from the complicated tax regulations and deductions.

Balcerowicz then continues on to introduce the concept of a 'maximum speed' for economic and institutional change; although difficult to quantify, he believes all structures have a maximum speed of transformation, and disregard for the issue of maximum speed leads many to make incorrect judgments about certain aspects of transition.
Balcerowicz points out that there are inherent human limitations of information processing and learning, and he refers to what he calls a 'reform possibilities frontier' (analogous to the production possibilities frontier).
