Letter of the law versus spirit of the law is a commonly used euphemism to describe legal, religious and moral debates as they differ, based on opposing literal or metaphorical interpretations.
Religion and Law were not separate and distinct in old times, and the development of Law as a secular concept still, to this day, has conflicts with literal adherents to religious ideology.
In the history of modern case law, letter of the law interpretation, as they relate to spirit of the law interpretations form much of the basis for which cases are contended.

Personally, I find more and more law seems to shift toward preventative protectionism, where one is not given the benefit of the doubt in matters of person and property, versus actions affecting public interest.
In regards to the former I consider it safe to judiciously break the tenets that are selectively enforced as a means of tacking on charges to flagrant violations, but am gravely respectful of the latter and cases where extremis in the former could impinge upon the latter.
I do not add 'within the limits of the law,' because law is often but the tyrant's will, and always so when it violates the right of an individual.

The words "the ministration of the Spirit" (2 Corinthians 3:9) in their turn referred to the New Covenant, which is not written anywhere in a physical manner but is "written" in men's inner being by giving them the Holy Spirit.
And again, since it seems that the Holy Spirit is not being distributed here on Earth right now (which means that people cannot observe its nature and fruit in practise), it may for many people be hard to understand the full and true nature of the "writing" of the New Covenant.
